I got something notarized for free at my bank - First Citizens (on Pantops) - not sure if they only did it for free because I bank there (?)
Do they charge at the DMV? That's where I've done it before.
You can do it for free at any public library. I just did it at the Gordon Street Library a few weeks ago. Call ahead to make an appointment because not every staff member is a notary.
